Preferred Method is Pressure Cooker for 4 mins.

High-quality or Homemade Mayonnaise

Tiny Shrimp, cooked and shelled
Instructions
Slice eggs in half top-to-bottom.
Mash egg yolks in a bowl with a fork,
Add remaining ingredients (except shrimp) and combine well.
Mince 4 shrimp until very fine and combine with filling mixture.
Pipe or fill the egg halves using your preferred method.
Place remaining 12 shrimp atop each filled egg half.
Garnish with any remaining cilantro leaves as desired.
